What is RTX in gaming?

RTX is NVIDIA's acronym for Ray Tracing Experience and what it means is that a gaming PC equipped with an RTX graphics card is able to render games with ray tracing quality in real-time. But what is Ray Tracing? Ray-Tracing is the ability to render any scene in at the most realistic level of detail where in all light, reflections and shadows are processed as if they were real, i.e. it's tracing the ray of light as it hits a surface and follows it to every surface that it would bounce off of after than as it would in the real world.

Which RTX 30 series to buy?

This depends on what your needs are based on what games you plan to play. For most casual games or less graphic intensive esports titles such as League of Legends or Hearthstone a 3050 should be more than enough. In fact, even a GTX 1660 can handle many of the games at that level. However, if you are looking at games that are FPS based then, a 3070 or higher will provide that higher FPS that will give you a competitive advantage at which point the higher the card the higher the FPS potential. Another consideration are those games that are super graphic intensive such as CyberPunk 2077 or Death Stranding, which have extreme high processing demands that even top tier cards like the 3090 will still struggle with. The last thing to consider are graphically intensive older unoptimised games such as Grand Theft Auto V. Although it is now nearly a decade old, it has always struggled with graphics even when it was first published so even today top graphics cards can only eek out small performance gains which in many cases is better than nothing.

The top of the line highest performance 30 series graphics card model is the NVIDIA GeForce RTX 3090 graphics card however within that model the performance can vary slightly among different manufacturers such as ASUS, MSI, Gigabyte, ASRock, etc. This difference can be attributed to different kinds of cooling solutions, overclocking, etc. each designed to allow the GPU to operate at higher clock rates. You will have to do your own research to determine the different benchmark performances among them however, they will all be relatively close to each other in performance.
